workaround for libpcap flex problem on FC4

Description

Here is a small patch which makes libpcap compilable on FC4 that shouldn't do any harm on other systems. Please review it for a commit.

This patch breaks neither MirBSD nor Debian. From looking at it, it probably won't trouble any of the OSes we plan to support, so I think it's okay to commit.

You might want to send it upstream.

ok, I submited it to the tcpdump guys at sourceforge and comitted it for know to svn.
